Senior Program Officer

    Job Summary

    The role under the Grants Management and Implementation (GMI) Unit will assist in providing strategic direction to the organization’s programs and projects funded by foreign and international grants by analyzing trends in the various foreign funding venue, sectoral development needs and priorities, and identifying opportunities for interventions. Through a participatory process, he/she will help to lead the formulation of strategies consistent with the institutional strategic direction.

    The SPO will assist in managing donors and stakeholders to be able to mobilize resources for the programs. He/she will be responsible for program- and project-level monitoring and reporting.



    • Graduate of any relevant college degree programs, a Master’s or other post-baccalaureate degrees will be an advantage.
    • Knowledge and experience relating with international and multilateral funding agencies.
    • Has previous experience with any foreign donor, e.g. USAID, EU, DFAT Australia, ADB, etc.
    • Has the ability to manage stakeholders as demonstrated by facilitation and negotiation skills.
    • Has project development, program management, and monitoring and evaluation (M&E) skills.
    • Has strong business and project development ability as evidenced by success in proposal writing.
    • Preferably has knowledge and/or experience in handling the following development sector programs/projects/initiatives concerns such as: Health, Education, Environment, Livelihood and/or inclusive business;
    • Can show evidence of ability to provide consulting or mentoring support to implementing units and/or in strengthening grantees/sub-recipients’ project management capacity.
    • Has excellent written and oral communication skills.
    • With a minimum of 5 years of experience handling programs and projects.
    • Willing to work onsite in Mandaluyong City.
